Trooper Report Week of July 19, 2020


Location: Ketchikan

Type: Fail to Stop 2; DWLR; Warrant Arrest

On 07/18/2020, at approximately 2040 hours, Alaska State Troopers from the Ketchikan Post attempted to conduct a traffic stop on a vehicle being driven by Nicholas Daniels (age 38 of Ketchikan) near the intersection of Deermount Street and the South Tongass Highway. Daniels had a warrant out for his arrest for Failure to Stop at the Direction of Peace Officer in the First Degree, and was driving with a revoked license. Daniels failed to yield. After a brief pursuit, Daniels came to a stop and fled on foot. Daniels was apprehended after a brief foot pursuit. Daniels was arrested on that warrant as well as new charges of Failure to Stop at the Direction of Peace Officer in the Second Degree and Driving while License Revoked. Daniels was remanded at the Ketchikan Correctional Center.

On 07/13/2020, at approximately 2313 hours, Alaska State Troopers from the Ketchikan Post responded to the area mile mark 9 of the North Tongass Highway to investigate the report of vehicle possibly colliding with a guard rail. Investigation revealed that no collision occurred. The driver of the vehicle, Caleb Zartman (age 21 of Ketchikan), was arrested for driving under the influence of alcohol and remanded at the Ketchikan Correctional Center.

Type: Dungeness Crab Pot Escapement Ring Violation

On 7/21/2020, the Alaska Wildlife Troopers in Ketchikan issued a citation to Stephen Ripley, 60 of Ketchikan, for an escapement ring violation on his personal use Dungeness crab pots. The violation carries a set $170 fine.

On 07/22/2020, the Alaska State Troopers conducted a traffic stop on a vehicle near mile 4 of the North Tongass Hwy and after observing a passenger in the vehicle, Christopher Chau (age 44 of Ketchikan), who had a warrant out for this arrest. Chau was arrested without incident and remanded at the Ketchikan Correctional Center.

Type: Escape Mechanism Violation

On 7/19/20, Alaska Wildlife Troopers on Prince of Wales Island located and seized a personal use dungy pot in the marine waters of Whale Pass that did not have the required biodegradable escape mechanism. The pot was attached to a buoy with the name "Bickford". Investigation showed that the pot was being fished by Shane Bickford, age 49 of Washington State. Bickford was later located and issued a minor offense citation for the violation, and the pot was returned.

On 7/19/20, Alaska Wildlife Troopers on Prince of Wales Island located and seized two personal use dungy pots in the marine waters of Coffman Cove that did not have the required biodegradable escape mechanism. Investigation showed that the pots were being fished by Michael Janke, Age 68 of Washington State. Janke was later located and issued a minor offense citation for the violation, and the pots were returned.

Type: Sport Fish multiple lines, No SF license in Possession

On 7/19/20, Alaska Wildlife Troopers contacted Kurt Powers, age 22 of Ketchikan, while he was sport fishing for halibut near Guard Island. Powers was sport fishing two lines at the same time, and did not have a valid sport fish license in possession. Powers was issued a minor offense citation for each offense.
