Trooper Report Week of August 28th 2022


 

Location: Klawock

Type: Motor Vehicle Collision

Dispatch Text:

On 09/01/2022 at approximately 0720 hours AST on Prince of Wales Island received a report of a school bus that had gone off the roadway into the ditch at 12-mile Klawock-Hollis Hwy with approximately 17 students on board. Multiple law enforcement agencies and Klawock EMS responded to the area. Investigation revealed the bus had gone off the roadway after the driver had reached to recover something that had fallen on the floor of the bus. One of the busses tires went on the soft shoulder causing the bus to be pulled further into the ditch. The bus driver nor any students were seriously injured in the incident. all students were transported to the clinic as a precaution.

On 09/02/2022, Prince of Wales State Troopers arrested 56-year-old Donald Carle of Hydaburg on an outstanding bench warrant for Hindering Prosecution. Carle was remanded to the Craig Jail.

On 09/02/2022, Prince of Wales State Troopers arrested 24-year-old Lee Charles of Hydaburg on an outstanding bench warrant for Assault 4th Degree. Charles was remanded to the Craig Jail.

Type: Commercial Motor Vehicle Collision

On September 2nd, 2022, at 0902 hours, the Alaska State Troopers on Prince of Wales Island were dispatched to a commercial motor vehicle crash near 16-mile Boundary Road.  Investigation revealed a 2004 Kenworth logging truck driven by 59-year-old Klawock resident Adrian Morris overturned while southbound on Boundary Road.  Morris reported swerving to avoid a deer which caused the loaded truck to overturn, spilling its multiple logs across both lanes of travel. Morris was transported to the Klawock Clinic for injuries sustained in the crash. A search warrant was obtained for Morris’s blood due to the circumstances of the crash.  Investigation is on-going.

Location: Wasilla

Type: Assault

Dispatch Text:

On August 27, 2022 at approximately 2051 hours, a Wasilla resident called 911 and reported that his neighbor, Annalee Owens, 80 years old of Wasilla, had fired a gun towards him during a property dispute over a tree. Investigation revealed that Owens caused two people fear of imminent serious physical injury with a dangerous instrument as well as causing one physical injury with a dangerous instrument. Owens was arrested and remanded to Mat Su Pre-Trial on three counts of Third Degree Assault.

Type: Search and Rescue

UPDATE: On August 27, 2022 at 5:12 pm, Alaska State Troopers received a report that a pilot flying in the area of the Knik River in a private aircraft located what appeared to be a body in the water near Wolf Point. The Mat-Su Borough Water Rescue Team responded and located the body at approximately 7:30 pm. Alaska State Troopers and the State Medical Examiner’s Office responded and confirmed the recovered remains were that of Brian Lizer. The SME took possession of the body. Next of Kin was notified.

UPDATE: Friday August 26, 2022. The search for Brian Lizer will go forward as a limited, reactive search.  If new clues or information are reported to law enforcement, search efforts will be evaluated at that time.

UPDATE: On Wednesday August 24 and Thursday August 25, Troopers utilizing a Department of Public Safety helicopter, continued to search the Knik River downstream from where Brian Lizer was last seen entering the River. At this time there have been no new developments in this search.

On August 23, 2022, at approximately 6:00 pm, the Alaska State Troopers received a report of a missing boater approximately 3 miles downstream from the Knik Glacier. Alaska Wildlife Troopers responded to the area in HELO 5. Troopers learned that 46-year-old Brian Lizer was attempting to use a kayak to cross the Knik River to retrieve a boat that had drifted across the river. Shortly after leaving the shore, the kayak overturned, and Lizer was not seen again by individuals watching from shore; witnesses report that he was not wearing a PFD. Wildlife Troopers patrolled the river from HELO 5, and rescue divers from the Mat-Su Borough Emergency Services were staged in the area. Troopers searched the area for multiple hours and were only able to find his empty kayak. On August 24, 2022, DPS HELO 3 will deploy to continue to search the area from the air. High water levels and poor visibility are preventing the use of sonar or dive teams in the area.

Type: Death Investigation

On August 28, 2022 at 3:49 pm, Alaska State Troopers responded to an address on Shorebird Lane in Anchor Point for a reported death.  An investigation showed that sometime during the previous 24 hours, Kenneth Defrancesco, age 80 of Anchor Point, had died due to a gunshot wound. Defrancesco had been found by a friend who was checking up on him after Defrancesco did not respond to phone calls and texts during the day.  Based on the scene investigation, it appears that Defrancesco was exiting his vehicle when a firearm he was carrying came out of the holster and fired a round fatally wounding him. There is no sign of foul play and Defrancesco’s body is being transported to the State Medical Examiner’s Office for autopsy. Next of kin has been notified.

Type: Aircraft Crash

On 08/29/22 at 12:04 pm, Alaska State Troopers, Mat-Su Fire, FAA, LifeMed, and EMS responded to the Wolf Lake Airport for the report of an airplane crashing into a hangar. Initial investigation revealed Charles Story, age 60 of Utah, was operating an experimental Kit Fox taildragger aircraft when due to unknown circumstances his plane crashed into a hanger on the airstrip. LifeMed was currently at the airfield when Story’s plane crashed and preformed life saving measures until EMS could arrive to the scene. Story was transported to a local hospital with serious physical injury but was in a stable condition. Alcohol or drugs did not appear to be a factor. NTSP responded later to the scene and took over case responsibility.

Type: Catalytic Converter Theft/Arrest

On August 12, 2022 AST received a report from Altrol in which two males were captured on video stealing a catalytic converter off one of their work vans, and stealing a Jetter pump worth $5400. The damage to the work van including replacement parts was over $2700.

On August 15, 2022 Collision Masters reported they had captured two males on surveillance video.  The males entered the property and cut the Catalytic Converters off of three vehicles on their property.  The damage to all three vehicles including replacement parts was over $8000.

The Alaska State Troopers Criminal Suppression Unit (CSU) was tasked with solving these cases. An investigation by CSU led to the identification of David Felix as a suspect in these thefts.   CSU searched Fairbanks for Felix and was able to locate him on a traffic stop.   Felix was interviewed and admitted to the crimes.  Felix was arrested and remanded to FCC on charges of Theft II x2, Criminal Mischief x2, and Criminal trespassing 1 x2.  Felix was remanded to Fairbanks Correctional Center where he is being held without bail.

Type: Death Investigation

On August 27, 2022 at 4:30 am, Alaska State Troopers received a report of a possible drowning in Kake. Initial investigation revealed Manuel Bell, age 29 of Kake, had put the vehicle in drive instead of reverse and drove the vehicle into Boot Lake. There was a passenger in the vehicle that exited and swam to shore but did not see Bell exit the vehicle. When local medics arrived, the vehicle was no longer visible. At 5:08 am, Troopers were advised Bell’s body had been found floating in the water. Alcohol is believed to be a factor. Bell’s body was transported to the State Medical Examiner’s Office. Next of kin was notified. Investigation by Alaska State Troopers is ongoing.

Type: Aircraft incident

Dispatch Text:

On 08/31/22 at 1741 hours, AST received a report of an airplane crash in the Point MacKenzie area. Witnesses reported seeing a red and white 1990 Super Cub disappear into the tree line while performing low-altitude maneuvers. AST was able to confirm the 57-year-old male pilot and a 12-year-old passenger were transported to an Anchorage area hospital for treatment of minor injuries. Investigation continues and the NTSB/FAA were advised of the incident.
