Location: Ketchikan 


Type: MVC-Fatal 



Dispatch Text:
On 6/4/2022 at 1437 hours, AST in Ketchikan received a report of a motorcycle crash with serious injuries on North Tongass Highway.  Investigation revealed that James Schenk, age 63 of Ketchikan, was traveling Northbound behind a van that was preparing to turn left from the highway. Schenk attempted to pass the van on the left in a double yellow/no passing zone and impacted the driver’s side of the van causing significant injury. Other riders from the group stopped and attempted to render aid to Schenk until EMS arrived. Schenk was transported to a local hospital in Ketchikan in critical condition where he later died as a result of his injuries. Next of kin has been notified.

Type: Narcotics Investigation

On 06/07/2022, at about 3:00 p.m., members of the Southeast Alaska Cities Against Drugs (SEACAD) task force, contacted two airline passengers at the Juneau International Airport, who were believed to be carrying narcotics as they traveled from Seattle to Juneau. The passengers, 26-year-old Juneau resident, Ryan Timothy Lee and 21-year-old Juneau resident, Cole Jacob Ripley, were contacted as they exited the plane.
Following the investigation, officers located the following narcotics in Lee and Ripley's possession:

  • 304.95 grams (approximately 3,050 pills) of counterfeit oxycodone, believed to contain fentanyl
  • 68.78 grams of methamphetamine
  • The seized narcotics have an estimated street value of approximately $103,000.
Lee and Ripley were placed under arrest and taken to the Lemon Creek Correctional Center and held on the following charges:
  • Misconduct Involving a Controlled Substance in the 2nd degree, a class A felony
  • Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
SEACAD, Southeast Alaska Cities Against Drugs, is a regional task force comprised of municipal police departments from Juneau, Ketchikan, Sitka, Haines, Skagway, Petersburg, Hoonah, Wrangell, Craig and Yakutat, the Alaska State Troopers, Federal Bureau of Investigation, Drug Enforcement Administration, United States Postal Inspection Service, and Coast Guard Investigative Service. Together, they work to investigate drug importation and distribution in the Southeast Alaska region.

On 05/12/2022 at about 1845 hours, the Alaska State Troopers conducted a traffic stop on a maroon Jeep for failing to maintain the lane of travel at mile 9 of the North Tongass Highway. Investigation revealed that the driver Donavan Clark, age 47 of Ketchikan was operating a motor vehicle while under the influence of alcohol and was found to be over three times the legel limit. Clark was arrested and remanded to Ketchikan Correctional Center.

On June 15, 2022, at approximately 11:59 pm, the Alaska State Troopers received a report of an assault on the fishing vessel Silver Surfer. The caller did not know the vessel’s exact location, but Troopers were able to identify a probable location. On June 16, 2022, the Alaska Wildlife Trooper vessel P/V Loyalty based out of Ketchikan responded to the probable location and located the F/V Silver Surfer in the waters near Meyers Chuck. Troopers determined that 45-year-old Ketchikan resident David Vest had assaulted another individual on the boat multiple times. He was escorted back to Ketchikan and arrested without incident on charges of Assault II and Assault IV. The Alaska State Troopers would like to thank the Alaska Wildlife Troopers for their assistance with this investigation.

On 6/17/2022 at 2330 hours, Prince of Wales State Troopers responded to Hydaburg for a reported assault. Investigation resulted in the arrest of 45-year-old Hydaburg resident Mitchell Carle Jr for Assault II, and Assault IV Domestic Violence. Carle was remanded to the Craig Jail pending arraignment.

On 6/24/22, at approximately 0740 hours, the Alaska State Troopers in Ketchikan were notified of a motor vehicle collision on North Tongass Highway. Investigation revealed that Steven Sherva, age 54, of Ketchikan was entering North Tongass Highway from a parking lot and failed to observe a sedan traveling southbound. The sedan struck Sherva’s van, causing damage to both vehicles and minor injuries to the driver of the sedan. Sherva was issued a citation for Failure to Exercise Due Care to Avoid a Collision.

On 06/24/2022 at about 2015 hours, the Alaska State Troopers contacted and arrested Chantel North, age 28 of Ketchikan at a residence on Ketchikan Lakes road. North had an outstanding arrest warrant reference VCOR from the original charge of Burglary in the 1st Degree. North was transported and remanded to Ketchikan Correctional Center with bail set at $5,000.

On 6/29/2022 at approximately 1000 hours, David Vest, of Ketchikan was arrested in Wrangell. Vest is charged with two counts of Failure to Comply with Conditions of release and one count of Unlawful Contact in the fist degree. Vest was remanded to the Wrangell Jail with arraignment scheduled for 6/30/2022 at 1000 hours.

On 06/30/2022 at approximately 1809 hours AST received a report of a MVC on Brown Mountain Road. The caller had to run down Brown Mountain Road to get cell service. AST, US Forest Service LEO, and North Tongass Fire Department responded to the area. Upon arrival it was found that a vehicle had been unable to negotiate a corner and had driven off the road striking/sideswiping a rock embankment. When the vehicle struck the embankment, it appears the driver had their arm out of the window causing the arm to be crushed. The driver was transported by EMS to Ketchikan Peace Health Medical Center.

On 6/21/22, Alaska Wildlife Troopers contacted Joseph Ravella, age 59, of CA, sport fishing in Sea Otter Sound.  Investigation revealed Ravella was sport fishing unlawfully using two rods.  Ravella was cited into the POW court with bail set at $120.

Type: Fail to Record Lingcod Landing

On 6/21/22, Alaska Wildlife Troopers, contacted Jon C. Brown, age 59 of CA, sport fishing in Sea Otter Sound.  Investigation revealed, Brown as a non-resident, had retained a lingcod earlier in the day and had failed to record the landing of the lingcod as required.  Brown was cited with bail set at $120 in the POW Court.

Type: Fail to Complete Sportfish Guide Logbook

On 6/18/22, Alaska Wildlife Troopers contacted William Meck, age 48, of Ketchikan engaged in sport fish guiding.  Investigation revealed Meck had failed to complete the required portions of his saltwater guide logbook before commencing fishing.  Meck was cited with bail set at $220 in the District Court at Ketchikan.

On 6/17/22, Alaska Wildlife Troopers, contacted Nolan Lancaster age 33, of Ketchikan, engaged in sport fish guiding.  Investigation revealed Lancaster as the guide on the trip had failed to log two clients king salmon landings as required.  Lancaster was cited with total bail set at $240 in the District Court at Ketchikan.

Type: Retain Undersize Sport King, Guide Aid in Violation

On 6/18/22, Alaska Wildlife Troopers contacted James W. Hayden, age 45, of MT, engaged in sport fish guiding.  Investigation revealed Hayden as a guide, had allowed two clients to retain King Salmon less than 28" in length.  Hayden was cited for the undersize violations with bail set at $420 and issued a summons for sport fish guide aid in violation.  An arraignment is set in the District Court at Ketchikan.  The undersize fish were seized.

Type: Plane Crash

On 6/25/22 at 6:20pm Fairbanks AST dispatch received a report of a plane crash in Lake Illiamna approximately a half mile off shore from the Village of Kokhanok. The plane was reported to be sinking and 7 passengers were in the water.  Troopers in Dillingham along with Fairbanks dispatch coordinated with the Village of Kokhanok and multiple lodges in the area for a response. At approximately 6:58pm all passengers were loaded into skiffs and taken to the clinic in Kokhanok with only minor injuries being reported at the time. The NTSB and FAA were notified of this incident.

Type: Fatal Aircraft Crash

On 6/26/2022 at 1942 hours AST received a report of a helicopter crash at the Anderson Airport near mile marker 280 of the Parks Highway.  A 1960 Bell 204B “Huey” operated by Northern Pioneer Helicopters crashed at the airstrip’s helipad.  The helicopter was contracted by DNR and was assisting with fire fighting operations on the Clear Fire (Forest Fire 346).  The pilot and sole occupant was identified as 56 YOA Douglas Ritchie of Wasilla. The remains have been sent to the state medical examiner for autopsy. No foul play is suspected and next of kin has been notified. AST has secured the scene, the NTSB has been notified and are responding to conduct an investigation.

Type: NSERT Mission - Barricade

On 6/10/22 around 2309 hours, the Alaska State Troopers in Fairbanks received a report of an escapee from NorthStar Monitory. Investigation revealed Jeremy Edwards, 33 years old of Fairbanks, escaped from NorthStar Center by cutting his ankle monitor and walking away. On 6/26/22 around 1439 hours, Fairbanks troopers received a tip on Edwards whereabouts. Due to statements of shooting and stabbing troopers and being barricaded in his hotel room, Northern Special Emergency Reaction Team (NSERT) was deployed to apprehend Edwards. All attempts to negotiate were unsuccessful. Troopers made entry and observed Edwards actively stabbing himself and had several other self-inflicted cuts. Troopers were ultimately able to convince Edwards to surrender and NSERT troopers trained as EMTs provided medical care until EMS arrived. Edwards was treated for his injuries at Fairbanks Memorial Hospital and subsequently remanded at Fairbanks Correctional Center.
