Location: Ketchikan


Type: Assault in the 3rd Degree x2, Criminal Mischief 3rd Degree DV, Assault in the 4th Degree, Interfering with a Report if Domestic Violence

Dispatch Text:
On 10/05/2022 at about 0011 hours, the Alaska State Troopers received a report of an Assault which occurred on a fishing vessel in Clarence Strait and near Etolin Island.  Investigation revealed that Joseph Sims, age 31 of Metlakatla assaulted a family member and crew member with a weapon while aboard a fishing vessel.   At about 0330 hours, AST located the fishing vessel docked in the 1700 Block of Tongass Avenue.  Further investigation revealed that Sims broke one of the victims phone to prevent them from calling the Police.   Sims was found still on the vessel and arrested at the scene and transported and remanded to Ketchikan Correctional Center with No Bail.

On 10/06/2022 at about 1730 hours, the Alaska State Troopers with the assistance of Ketchikan Airport Police contacted and arrested Pharaoh Ivyories, age 36 of Ketchikan on an outstanding warrant for his arrest reference VCOR.  The original charges stem from Misconduct Involving Weapons in the 3rd Degree.  Ivyories was transported and remanded to Ketchikan Correctional Center with bail set at $500.00.  AST would like to thank Ketchikan Airport Police for their assistance.

On 10/08/2022 at about 1908 hours, the Alaska State Troopers conducted a traffic stop on a blue Volkswagen near the intersection of Don King Road and North Tongass Highway.  Investigation revealed that Karl Seierup Sr., age 50 of Ketchikan was operating a motor vehicle while his driver's license status was Revoked.  Further investigation revealed that Seierup was on current conditions of release set by the Ketchikan Courthouse and also had a prior conviction for DWLR.  The original charges stem from DWLR.  Seierup was arrested and remanded to Ketchikan Correctional Center.

On 10/9/2022 at approximately 1444 hours, Alaska State Troopers were provided a tip that Marty Frank, age 36 of Hydaburg, was currently at a residence on B St in Klawock and she was known to have an active outstanding warrant. Troopers responded and contacted Frank in a shed. Frank was placed under arrest and remanded to Craig jail where she is currently held on $500 bail.

On 9/26/2022 at approximately 1602, Alaska State Troopers received a report of a DV Assault in the Village of Kwethluk from the Tribal Police. The Tribal Police reported that while attempting to arrest Noel Daniels, 56 y/o of Kwethluk, he resisted, fled, armed himself with a shot gun and fired one round off into the air. Troopers responded and after they contacted Daniels, he came to the door of the residence where he cycled the shotgun and fired off another round in an unknown direction, yelling at the Troopers to go away. Troopers maintained the perimeter and Daniels was eventually able to be taken into custody. Daniels is being charged with three counts of Assault 3, Assault 4, Reckless Endangerment and Misuse Involving a Weapon 4.

Type: Terroristic Threatening

On October 4, 2022, 0747 hours, the Federal Bureau of Investigations (FBI) contacted the Alaska State Troopers (AST) reporting a 16 year old male resident of Homer had made multiple comments on a Tik Tok livestream earlier that morning threatening to commit a school shooting. The male made further threatening statements towards the person conducting the livestream.  Due to not knowing which school on the lower Kenai Peninsula was in danger, AST contacted the Kenai Peninsula Borough School District and Homer Police Department (HPD) about the possible threats to the schools in the area. Based on the information all of the schools in the area were placed into a soft lockdown. AST contacted the male at his residence and after interviewing him, he was placed under arrest for Terroristic Threatening in the 2nd Degree. The male was transported and remanded into the Kenai Peninsula Youth Facility.  Once the male was in custody the School District was notified and the lockdowns were lifted.

On 10/03/2022 at approximately 1857 hours, AST responded to the Tazlina Bridge at mile 110 of the Richardson Highway for a report of a male in the middle of the road blocking traffic. Prior to arrival an off duty VPSO notified AST of the male and stated he was being hostile. AST arrived on scene and the male charged the Troopers with his hands hidden and reaching into his backpack. The male disobeyed commands and continued to advance toward AST. The male then began to walk away from AST still reaching where the troopers could not see. A taser was deployed but was unsuccessful. AST attempted to take the male to the ground, but he struck a trooper in the head with a metal bolt causing a laceration near his temple. The male resisted arrest for several minutes before being detained. The male was later identified as Mathew Goodlataw, age 28 of Copper Center. Goodlataw was transported to MAT-SU Pretrial without any further incident. The trooper who was injured was transported to MAT-SU Regional with minor non-life threating injuries.

UPDATE:

On 10/05/2022 at approximately 1100 hours, Goodlataw's arraignment was held, and he refused to appear in front of the court for the second time in two days. The arraignment was held without Goodlataw present, and his bail was set $50,000 cash performance, a $25,000 C-C appearance, and a court approved third party. The Palmer DA Office is attempting to up the charge from Assault 2nd on a LEO to Attempted Murder on a LEO.

Type: Aircraft Crash Fatality

On October 5, 2022 at approximately 4:00 pm, Alaska State Troopers received a report of a plane crash at the Chena Marina Airstrip in West Fairbanks. Eye witness accounts of the incident reported the plane flipped over forward while taxiing at a slow speed. The pilot and sole occupant, Jerald Stansel, age 75 of Fairbanks, was extricated from the submerged plane and transported to a local hospital where he was pronounced deceased. The FAA and NTSB was informed of the incident. Next of Kin has been notified.
