On 06/06/2020 at about 1903 hours, the Alaska State Troopers contacted and arrested Sharon Samson, age 28 of Ketchikan near Creek Street. Samson had two outstanding warrants for her arrest issued by the Ketchikan Court house for two counts of VCOR. Samson was transported and remanded to Ketchikan Correctional Center with bail set at $750.00 and Court Approved conditions of release.

On 6-7-20 at approximately 1233 hours, the Alaska State Troopers and Ketchikan Police Department responded to a report of an intoxicated boater that had struck the dock at Refuge Cover Marina multiple times located near mile 8 of the North Tongass Highway. On arrival, the driver was actively trying to drive a 28' Bayliner over the concrete dock and refused to come off the boat. Troopers and Officers boarded the vessel and arrested Frederick Sheen, age 53 of Ketchikan. Sheen was charged with DUI, Resisting Arrest, Reckless Operation of a Watercraft and Refusal to Submit to a Chemical Test and transported to the Ketchikan Correctional Center.

On 4/29/20, Alaska Wildlife Troopers on Prince of Wales Island responded to a report of a vehicle in the ditch near mile nine of Boundary Road. Troopers contacted the sole occupant of the vehicle and identified him as Michael Stonecipher, age 29 of Klawock. Investigation at the scene revealed that Stonecipher had been operating his vehicle under the influence of alcohol and controlled substances, and was carrying a concealed handgun on his person which he failed to disclose to law enforcement. Additionally, Stonecipher was in possession of a fresh deer carcass. Further investigation at his residence in Klawock revealed that Stonecipher had shot the deer and was in the early stages of processing the meat. Troopers also located a small quantity of a controlled substance at the residence. Based on the investigation, misdemeanor charges were filed against Stonecipher for DUI, Misconduct involving weapons in the 4th degree, Misconduct involving weapons in the 5th degree, Misconduct involving a controlled substance in the 5th degree, Take game closed season, and Unlawful Possession or Transportation of Game. Stonecipher was also issued minor offense citations for Hunting without a license in possession, No harvest tags in possession, and No Proof of insurance.

On June 9, 2020, at approximately 1306 hrs, Alaska State Troopers contacted 42-year-old Tanya Bitonti of Ketchikan, near the 100 block of Stedman Street. Bitonti was taken into custody on an outstanding warrant for her arrest, for the felony offenses of theft in the second degree and forgery in the second degree. Bitonti was transported to the Ketchikan Correctional Center where she was held on $1,000.000 bail.

On 06/09/2020 at about 1955 hours, the Alaska State Troopers contacted and arrested Christopher Chau, age 44 of Ketchikan at a residence at Mile 12 of the North Tongass Highway. Chau had an outstanding arrest warrant for Failure to Complete community work service hours in lieu of jail time stemming from the original offense of DLWR. Chau was remanded to Ketchikan Correctional Center with No Bail -Hold to serve.

On 6/10/2020, Prince of Wales State Troopers contacted 34-year old Curtis Demmert at a residence in Klawock. Demmert was found to be on supervised probation for MICS II. During a search directed by adult probation, Demmert was found to be in possession of heroin, a schedule IA controlled substance. Further investigation revealed Demmert was previously convicted of possessing a schedule IIA controlled substance in February 2020. Demmert was arrested for violating parole and Misconduct Involving a Controlled Substance in the 4th Degree. Demmert was remanded to the Craig Jail and held on NO BAIL.

On 06/10/2020 at about 2034 hours, the Alaska State Troopers received a REDDI (Report Every Dangerous Driver Immediately) report on a gray Subaru traveling northbound on the North Tongass Highway at mile 7. AST located the vehicle at mile 11 of the North Tongass Highway and conducted a traffic stop on the vehicle. Investigation revealed that the driver Ozlem Markwell, age 35 of Ketchikan was operating a motor vehicle while under the influence of alcohol. Further investigation revealed that Markwell was operating the vehicle at twice the legal limit. Markwell was arrested and remanded to Ketchikan Correctional Center. AST would like to thank the concerned citizen who contacted AST to make the REDDI report.

On June 11, 2020, at approximately 1315 hrs, Alaska State Troopers contacted 41-year-old Sidney Browne of Ketchikan near the 300 block of Main Street. Browne was taken into custody on an outstanding warrant for his arrest, for the misdemeanor offenses of violating conditions of release. Browne was transported to the Ketchikan Correctional Center where he was held on $500.00 bail.

On 6/11/2020, Alaska Wildlife Troopers in Ketchikan issued a citation to Lisa Nelzen, 35 of Ketchikan, for failing to return a brown bear permit hunt report in the time required. The violation has a set $120.00 fine.

On 6/11/2020, Alaska Wildlife Troopers in Ketchikan issued a citation to Eric Riemer, 41 of Ketchikan, for harvesting an over limit of commercial geoduck during the week 22 fishery. The violation requires a mandatory court appearance in the District Court at Ketchikan.

During the last legislative session, Senate Bill 145 (in collaboration with companion House Bill 185) was introduced to ensure vessels registered with CFEC be exempted from the need to also register with the State of Alaska. Unfortunately, due to circumstances beyond anyone’s control, the bill did not quite make it into law. The intent of SB145 was to clean up the duplicative registration requirement with multiple entities. Once passed, this bill will eliminate duplicative registration requirements while still providing a database of registered owners, as intended by passage of SB 92. In addition, AS 05.25.055(f) states that vessels with a current federal certificate, which are operated less than 90 consecutive days in Alaskan waters, are exempt from further registration requirements. The intent of the legislation was to exempt this type of vessel from duplicative registration. If a recreational or commercial vessel has current federal documentation and we find it has been operated in the waters of Alaska for more than 90 days, no citation will be issued for failure to register with the State of Alaska. This direction is effective immediately and until further notice.

On 06/12/2020, at approximately 2025 hours, Alaska State Troopers contacted Michael Jessen (age 32 of Ketchikan) in a local parking lot after observing him driving with a revoked license. Jessen was issued a misdemeanor citation for driving with a revoked license and driving without a required ignition interlock device.
